New Education Laws for Educator Preparation Programs
Law (Senate Education Amendment 486)
The following instruction will be embedded within the Hanover College EPP's current curriculum to include additional instruction regarding both unhoused students and epilepsy and other seizure responses for teachers.
SECTION 8. IC 20-28-3-5.5 IS ADDED TO THE INDIANA CODE AS A NEW SECTION TO READ AS FOLLOWS [EFFECTIVE JULY 1, 2023]: Sec. 5.5. Not later than July 1, 2024, a teacher preparation program shall include content within the curriculum on the following: (1) Information on criminal gang organizations awareness. (2) Information regarding homeless students, including: (A) the definition of homelessness; (B) signs of homelessness; and (C) steps to take when a homeless student is identified. (3) Information on recognizing the signs and symptoms of seizures and the appropriate steps to be taken to respond to these symptoms.

Science of Reading Requirements and Meaning for Current Hanover College Teacher Candidates
Following the requirements of HB 1558, Hanover College teacher preparation curriculum includes Science of Reading Courses for all Elementary, Secondary, and Special Education students.
The 2025 cohort is STRONGLY encouraged to take these courses as electives and- be advised that Elementary and Special Education program completers that if full licensure has not been achieved by June 30, 2025 that the State will require an additional instructional program in the Science of Reading for new teachers as well as an additional content area test requirement which begins on July 1, 2025.
For the 2026 cohort, the Science of Reading courses are included in the major declarations for Elementary and Secondary Education majors along with an additional course for secondary education students seeking dual certification in Mild Interventions. These courses include:

EDU 241: The Science of Reading
EDU 341: Advanced Science of Reading and Phonics
The Praxis exam for Science of Reading/Literacy Endorsement is Praxis #5205
House Bill 1558: Requires the state board of education (state board) in collaboration with the department of education (department) to prepare and submit a report regarding the alignment of science of reading concepts in IREAD. Requires a school corporation and charter school to report certain information regarding reading and writing curricula, remedial programs, and administrative contact information on the school corporation's or charter school's website.
Provides that, beginning with the 2024-2025 school year, a superintendent, advisory committee, or governing body or the equivalent for a charter school: (1) shall adopt curriculum or supplemental materials for reading that are aligned with the science of reading and to the student's reading proficiency; and (2) may not adopt curriculum or supplemental materials for reading that are based on the three-cueing model.
Requires the department to develop guidelines for science of reading integration into teacher preparation programs. Makes changes to the education law concerning the science of reading and teacher preparation and licensing requirements. Requires a school corporation to differentiate the amount of salary increases or increments for teachers who possess a required literacy endorsement. Removes a requirement that a discussion regarding teacher supplemental payment be held. Requires the state board to establish and require literacy endorsements for certain individuals first licensed after June 30, 2025. Provides that, not later than July 1, 2024, the state board shall adopt rules to establish early childhood content area licenses and required endorsements. Requires the department to publish an advisory list of science of reading curricula on the department's website. Provides that the state board and the department: (1) shall implement academic standards for reading that are aligned with the science of reading and developmentally appropriate based on student need; and (2) may not implement an academic standard for reading based on the three-cueing model.

FOR LICENSED TEACHERS
It is our understanding the all teachers holding Elementary Education and Special Education licenses must complete the courses for a Literacy Endorsement as well as the Praxis Literacy licensure exam when they apply for license renewals after June 2027. There are courses with stipends available for Indiana teachers for a limited time. Your best source of information is the Indiana Department of Education and the school corporation in which you are employed. The IDOE is the approval agency for all renewals (not Hanover College Licensing Advisors).
Hanover College Educator Preparation Program receives Lilly Grant for Advancing the Science of Reading in Indiana

Hanover College has received a large grant from the Lilly Endowment Inc. through its initiative, Advancing the Science of Reading in Indiana. The grant will support the Hanover College Educator Preparation Program in ensuring our teacher candidates are among the best prepared educators in the state and beyond.
Hanover College is one of 28 Indiana colleges and universities that received grants from Lilly Endowment to support efforts that integrate Science of Reading-aligned principles into teacher preparation programs. The faculty of Hanover College has already approved curriculum changes for both Elementary and Secondary Education majors to include required courses in the Science of Reading.
"It is imperative that more of Indiana's elementary students learn to read proficiently, and it is essential that current teachers and the next generation of teachers are prepared to use proven principles to teach reading in their classrooms," said Ted Maple, Lilly Endowment's vice president for education. "We are pleased therefore to help Indiana colleges and universities strengthen the use of these research-based principles to teach reading in their teacher preparation programs."
Lilly Endowment launched the Advancing the Science of Reading in Indiana initiative in 2022. It complements a statewide effort undertaken in 2022 by the Indiana Department of Education (IDOE) to improve reading achievement in K-12 schools by helping current teachers implement Science of Reading-aligned principles in their classrooms. In 2022, the Endowment made a $60 million grant to the IDOE to support that work with school districts and teachers across Indiana.
